If 在改变为独立主格的句子之后必须去掉：
因为IF是一个原因状语从句的引导词,也就是说IF后面跟的是从句；如果变成独立主格的句子,就不存在从句部分,因此IF必须去掉.
这里being最好去掉,因为过去分词已经可以表示被动态.
不过如果你要强调“所有东西都【一直】被考虑到”那么可以保留being,这里的being是强调动作的持续性.
